AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democracy just over a week before the country’s general election.
Study Shows Consistent Bias in Chatbot Recommendations
The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a analysis published ahead of the 29 October election.
In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these parties, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.
The right-leaning group of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
